Monday, the Dow rose 188.94 points (0.49%) to close at 38,778.10, the Nasdaq rose 168.14 points (0.95%) to close at 17,857.02 and the S&P 500 rose 41.63 points (0.77%) to close at 5,473.23. The Russell 2000 rose 15.85 points (0.79%) to close at 2,022.01, and the FT Wilshire 5000 rose 414.810 points (0.77%) to close at 54,515.83. 

The 10-year Treasury note decreased 27/32, bringing the yield to 4.285%. The 30-year Treasury bond decreased 32/32, bringing the yield to 4.410%.

ON THIS DATE: In 1812, President James Madison signed a declaration of war against Great Britain, initiating the War of 1812, which arose chiefly from U.S. grievances over oppressive maritime practices during the Napoleonic Wars. In 1873, suffragist Susan B. Anthony was fined after being convicted for voting in the 1872 presidential election, though she refused to pay it; in 2020 President Donald Trump pardoned Anthony, but the move was criticized by those who argued it validated her trial. In 1940, broadcasting from London after France fell to the Nazis, French General Charles de Gaulle appealed to his compatriots to continue World War II under his leadership. In 1979, the SALT (Strategic Arms Limitation Talks) II treaty was signed by President Jimmy Carter and Soviet leader Leonid Brezhnev. In 1983, the first American woman to fly into outer space, Sally Ride, was launched with four other astronauts aboard the space shuttle Challenger.
