The top five are:
- Washington, D.C. – 56.9 officers per 10,000 citizens;
- Wilmington, Delaware – 43.4;
- Baltimore, Maryland – 42.6;
- New York, New York – 41.4; and
- Philadelphia, Pennsylvania – 40.9.
