The 18 th Amendment to the US Constitution was ratified on January 16, 1919, when thirty-six of the forty-eight states then in the Union had ratified it.   

However two states that had considered the Amendment not only did not ratify it, they expressly rejected it.   What were those two states?

The answer:  Rhode Island andConnecticut .
