PLANSPONSOR 403(b) Market Survey
Methodology
The 2026 PLANSPONSOR 403(b) Survey was fielded April through May via the Qualtrics survey platform. Thirty-one recordkeepers of 403(b) defined contribution plans participated and reported on their U.S. 403(b) recordkeeping business as of December 31, 2025.
In analyzing our data, we validate any data discrepancies with each provider to ensure the data totals align with the information provided. It is the responsibility of the survey respondent to provide accurate and true data to us for analysis.
In this segment, we list the 10 largest 403(b) providers in the following areas: total plan assets; total ERISA and non-ERISA plans; and plan counts, broken down by four industries. On each provider profile, we feature data on overall assets; plan and participant counts; number of plans by market; number of participants by plan size; and services offered.
