VALIC’s Turner Appointed to ERISA Advisory Council

January 7, 2011 (PLANSPONSOR.com) - Richard Turner, VALIC Vice President and Deputy General Counsel, has been appointed to the U.S. Department of Labor’s 2011 Advisory Council on Employee Welfare and Pension Benefit Plans.

As one of 15 council members, Turner will advise on insurance-related policies and regulations affecting employee benefit plans governed by the Employee Retirement Income Security Act.   

According to a VALIC press release, Turner first began working with retirement plans and products in 1984 and has since served in a combination of legal, compliance, actuarial and marketing capacities. He has extensive experience with funded and unfunded employer-sponsored plans, including 403(b) plans, qualified 401(a) and 401(k) plans, and deferred compensation plans (both eligible and ineligible) sponsored by public schools and other public and tax-exempt employers.   

Turner has been a contributing author of the 403(b) Answer Book since its inception in 1995, has served as ALI-ABA faculty on subjects relating to 403(b) and other plans, and has served on 403(b)/457(b) practitioner panels at national IRS field examiner training events.   

Turner received his Bachelor of Arts in Economics and his Juris Doctor, both with honors, from Capital University in Columbus, Ohio. He is a member of the Texas and Ohio Bars.  

“The Council plays an important role by bringing representatives of key constituencies into the process of advising the Secretary of Labor and making specific recommendations in important areas of ERISA administration and compliance,” said Turner, in the press release. “I look forward to the opportunity to provide meaningful support in that process.”
